Much better, the only thing that stands out is that his right hand is missing a thumb. Much better control of those tangents! Nice muscle structure, now work on facial features and character development. Is he a mischievous? Is he an angry character? Always keep those questions in mind when you draw a character, play it up and don't be afraid to exaggerate.
The feet look much better in this one, and the musculature is good. I don't know, but the hands look off. Aside from one missing a thumb, which doesn't really stick out right away, they look a little large. Like they'd be bigger than the feet. Unless that's a style thing. The hoops in the ear are a nice touch.
