Long story short, Jubei said to Necro that she was a very special valued crew member... instead of admitting his feelings for her. He didn't quite know how to approach her again after he noticed her acting a bit... strange. So he asked advice from Nemo...

Two things he did wrong here:

1) Told her how she was a special valued crew member...

and 2) ... He asked Nemo for advice...
