This scheme is actually two schemes in one which is Southern Belle and their Mexico division called KCS De Mexico.

This scheme called Southern Belle primarily is dedicated to the early passenger days of KCS when they ran the "Southern Belle" Passenger train which operated I believe between Kansas City and New Orleans if I remember right.

KCS is not as old as many of the class ones but they came early enough where they were running passenger service.
