Of all the disguises he could choose for his various cartoon capers, he almost always goes for dressing like a baby. Maybe this is just his newest racket for avoiding being a productive member of society. Or maybe it's his fetish. Who knows?

I like to think it's a coping mechanism for him, and also able to lay low for a moment if the cops are after him.
Comparing daycare to jail is kinda accurate, though it's probably easier to escape from the daycare, so that he's able to leave whenever he wants... As soon as he finished that bottle.... and maybe had a diaper change later.... and maybe after a nap. Those cribs are comfy, after all... and ohhh, it's cookie time later! Gonna have to stay for that...

It's possible that he gets something more out of this than it just being a disguise... and I don't just mean that in that he can basically live rent-free in daycare, eating snacks and taking naps, and all he really has to do in return is put his dignity on hold when it's time to dispose of all those snacks he's consumed.
Daycare is a lot like jail, though. Constant supervision, locked rooms, restricted access to just about everything, scheduled times for activities and meals and everything else, and the ever-watchful eye of the caretakers. Just because it's not incarceration doesn't mean the children, and especially the babies and toddlers, can just go wherever they want, after all.
And, if he decides to reveal that he's an adult, that could wind him up in a lot more trouble with the law than whatever petty theft charge he was trying to avoid--so maybe it's for the best that he just pop a pacifier in his mouth before he starts running it.

Very true, on both counts--It's not so much that daycare is overseen by a crack team of security experts, but more that those little mittens will make it harder to open anything child-proofed, those booties probably get a tad slippery if he tries to run on the linoleum floors, and that diaper will slow him down a bit, not to mention the crinkling severely reducing his ability to sneak around quietly!
