Please don't steal their clothes I'll wind up with a bunch of angry naked animals!
Given his state of dress, I'm guessing somebody just knocked on the door while he was getting ready for work! They'll probably find themselves greeted by this very sight--a tall, angry wolf in his underwear glaring down at them. But, let's be real, compared to how some of my other characters think it's okay to dress, this isn't that bad.
Either that or he's putting on his best angry face to scold the pups for leaving their toys all over the floor again, he has that look on his face like he may have just stepped on one too many toys on his way to the kitchen.

Chance isn't one to be too angry at the pups in general, but if he's just had a string of comedic mishaps starting with stepping on a toy, then when he steps back he winds up stepping on/tripping over more toys, until he finds himself tripping and falling butt-first onto some sharp toys (think Lego, or the cartoon classic, the jacks) or landing butt-first in the toybox and having to spend a bit of time prying it off his backside, that might cause him to storm into their room like this!
Now, whether or not they take him seriously is another question, especially if they happened to witness the previous display of cartoon shenanigans...
What can I say, I grew up watching a lot of cartoons and shows and movies full of cartoon slapstick humor like that. Chance is meant to be a more serious, competent, and even heroic character (yet he's still super cute) so I can't resist making him the victim of cartoon shenanigans on a near-constant basis!
Now, whether or not they take him seriously is another question, especially if they happened to witness the previous display of cartoon shenanigans...
