He's just a baby skunk practicing what his instincts tell him, that's how baby animals play and learn. Baby striped skunks like to stomp with their front paws and scoot around like they're going to spray too, and that's just how they play with their siblings. Imagine if you could spray your siblings if they were annoying you, though... that might come in handy.
