So Lugia supposedly sleeps and lives on the bottom of the ocean. No visible gills, nothing. Yet he has no trouble staying in the air for however long he likes. So this question is only logical.
Also why does my favorite Pokemon need to have such an enormous factual hole is another mystery to me.

There's probably some kind of complex scientific explanation for it - perhaps Lugia doesn't actually require a whole lot of oxygen, and instead of having gills, he just absorbs oxygen from the water through his 'skin' due to differences in water potential or salt concentration with the sea water. The oxygen probably diffuses through pores in his skin and is taken up directly by the haemoglobin in his blood cells to be immediately transported to nearby muscles for respiration.

Well, he could have quite a huge lung capacity, where it allows them to hold their breath for extrodinary long periods of time, maybe going into a state where they don't need to use quite that much. Just my assumption, though I usually don't question the logic of pokemon. XD they are cute or/and awesome. thats all i usually add to them
