i gave this lapras a personality and backstory so that i have an excuse to draw her more
Lardbarge, as the locals call her, has... a bit of a weight problem. At just shy of 4,000 pounds she's far past the point of being able to chase down and catch prey, so she spends most of her time on the shores of Olivine City, stuffing her face with all the garbage and offal thrown in the harbor. She knows it's foul-tasting and disgusting, but she just can't help herself from eating...
Of course, this has drawn the attention of the locals, making her somewhat of a tourist attraction; being made the subject of ridicule, disdain and vandalism for people around the Johto region, as well as becoming the subject of numerous tabloid articles, Internet clickbait and Pokemon rights activist speeches. All this (mostly negative) attention makes Lardbarge deeply embarrassed and humiliated which just makes her want to cram more trash down her throat, continuing the vicious cycle she's trapped in.
However, somewhere deep down inside Lardbarge, buried under her greasy rolls, is a part of her that is... excited by this whole ordeal.

Really like all the details you did to show off how dirty she and her environ are. Light stretch marks & pinkened belly, a red spot peeking out the water, sweaty face and reddened cheeks, grimy shell, gosh. Crazy knowing she's got more than a waillord in weight below the water. Gal probably can belch a wingull out of the sky with her bad breath, let alone what her actual BO is like.
Are those pimples or boils on her face?
Even the sky looks less "sunset" and more "welcome to Robotnik's Oil Ocean Resort" cause damn, that ocean looks filthy enough to be the Yellow River, likely thanks to a certain someone becoming just as slobby on any sort of hygiene or cleaning. Wonder how tourists and vandals must reach her if Olivine's waters are that polluted.
Sidenote: I do really appreciate that under it all, Lardbarge actually likes what she's become. If she's the cause for the water's pollution, she may be a borderline Subject P.

yea they're pimples, she is *exceptionally* greasy; makes you wonder how much of the polluted water is because of it dripping off of her; it sure doesn't do any favours to the parts of her skin stuck below the water. that gut's raw
and the APRC have already been tipped off and are on their way to investigate :V
