While white tires and silver siderods would define her lines better if you watch the movie this is pretty much the way the locomotive in it was dressed up.
Draped in black from smokebox to tender including the whole wheels and siderods. Now her smokebox and cylinders were painted a flat black and the rest of the engine gloss black. This is on the model as well but doesn't show up well in the photo.

As painted it's largely as she was adorned in the third BTTF movie.
Tyco used a fair bit of creative license on this engine, there are many details that don't match the real locomotive.
As for the movie she clearly had gotten a paint job, or at least a significant touch up. Other than the dust she's pretty shiny.
