To make a wiggle animation, you should have a program with layers and anything that connects frames and makes animation, that's all :3
First you draw the lineart, and set its layer opacity on ~20%
Then you create a new layer and try to draw the same lines again (trace the previous layer)! It's almost impossible to draw exactly the same lines, so it will give this wiggly effect as result, because they will be a little bit different.
