Just copy and paste the face into a new layer, use the colour selection tool to select the brightest part of the face (so the colours match) and paint the highlights, and then do the same for the darkest part and paint the shadows. Then use the smudge tool set really low, maybe 5%, to smooth out what you've just painted.
