Shield didn't get his name from selling girl scout cookies, he gets his name from that giant monstrosity on his back (a shield that he uses to protect himself.) He is still hard headed and a buffoon like General Gong.
His outfit changed to that of what a Pussyfoot Ninja wears, which he holds some alliance with, unlike his otter ally who thinks the Pussyfoots are not heroes mainly because of LeRouche's actions. His belt and shield uses the Eye of Pandosia, the Pandosian symbol of power.
