Doctor Samuel Horus was once a leading scientist of the HWDP (Hybrid Weapons Development Program). Being greatly renowned for his efficiency and knowledge, he was responsible for numerous breakthroughs in allowing the HWDP to get to where they are now.
Although he's more known for his impressive research as a Pokemon and Human geneticist, he also possesses an expansive knowledge on cybernetics. Due to having gained favor in the Board of Directors, he was allowed to create his own branch and initiate a new program: the CAP - Cybernetic Augmentation Project. Supposedly the goal for this program is to create Human cyborgs, an alternative to use alongside weaponized Pokemon Hybrids. However since the technology is still new, he experimented on Pokemon first.
The first success resulted with the creation of Bladesong. The sheer strength of Bladesong proved just how dangerously effective it is to create such living weapons, and she was enough for the Board to start on making Human cyborgs. Despite this, Samuel desired to create four more cyborgs to 'guarantee' that it could be replicated. Instead of using an abducted Pokemon, Samuel instead sought out volunteers - Pokemon who were in a bad place and desired for a way out. Samuel Horus had a great deal of requirements for these Pokemon, and after finding such four he created four new cyborgs.
Once the cyborgs were created and their training finished, an unexpected attack struck the facility, leaving no survivors.
...Or at least...that's what was thought.
Samuel Horus is alive and very much well. Despite his contributions to the HWDP, he holds a strong grudge towards the organization and despises what they stood for. His long-term goal was to gain the favor of the Board so he could start a project such as this, and he orchestrated everything out of sight of the ignorant eyes of his superiors. The four Pokemon were chosen specifically to be cyborgs so that they would assist them in taking the HWDP, and the attack that struck the facility was caused by those very four cyborgs as well as a band of trusted mercenaries.
Him, the four cyborgs, the mercenaries, and two ex-HWDP scientists who hold the same ideals as him formed a group known as the Triskelion Spiral, their ultimate goal being to destroy the HWDP entirely and expose their horrific actions to Progria. But as for now, Progria sees them only as a group of terrorists.
