I think on some level this is true for the police and for politicians. The nature of the job is such that it pushes away the people who would do the most good in it. I don't think the bad apples are spoiling the bunch, instead the good apples are doomed to fail by nature and we're left with the obvious result.

I have rarely dealt directly with police or politicians but I have definitely encountered that repeatedly on internet discussion forums. Jerks stick around forever and eventually get put in charge if they weren't to begin with while decent people become sick of dealing with them and give up. I presume it occurs in most hierarchies.

Exactly. Domineering assholes and folk who want to harm others are way more prone to enter positions of power. And then those people when staying so long inside take higher positions, and encourage the same sort of actions they took, and discourage more responsible reasonable people. The police as an institution is no different.
