They consist of a top hat which is considered their true form resting on a balloon. The balloon can be changed out at will if it pops for a new one often inflating one out of the hat itself, using the old scraps as a cape. Their hat also contains a portal to somewhere else, and they are able to remove it to pull out balloons pumps and more. They normally have two large balloon glove hands that tether to him but can release them at will to mess with things. They are also not limited to two, often using more for comedic effect. This entity seems completely neutral but loves to stir up trouble for fun, often found playing mostly harmless pranks on people.
