Psy is a bit of a mystery and its form is difficult to pin down and most would only ever get to know about it existing through Dianna confessing it. It only exists in a realm that Dianna truly controls and wants to escape so it can invade Earth for passionate, idealistic but ultimately deranged reasons..
It's practically a shapeshifting tentacle monster who's truly fucked in the head. It counts as an extra dimensional being so most in-universe characters are pretty unsettled by the idea of Psy simply existing. But as long as she contains the monster in there, everything will be fine, Psy will continue worshipping (and venting its desires on) Dianna and the peaceful status quo will remain..

And of course, there's the spicy twist that Psy behaves in an overtly servile towards all the followers, instead of the other way round. It takes joy in seeing others feel pleased - other people feeling positive emotions is like ecstasy to Psy.
Psy even has a lot to offer to its followers; it is wise from having observed so much from multiple dimensions. It also has some pretty powerful mind-bending and body-warping power. Psy tends to encourage people with a weak or unhealthy mind into entering this "Eternal Bond" with it. Someone with depression? Psy has the ability to help them feel normal, and it will make sure that they know that this is possible. Someone who is unhappy because they're obese and aren't disciplined enough to do anything about it? Psy won't promise weight loss, it will promise something even better; the strength of soul required to actually diet effectively. Not only that, but being a follower of Psy, even while in an eternal bond with it, will still allow you to come and leave the dimension as they please.
There is a catch of course.. (other than the copious amount of tentacle sex and body transformations)
The only real catch is that if someone isn't strong enough, they might start to need Psy. Psy is one hell of a mind drug. Anyone who has discovered the dimension can enter or leave at any time, but they are only able to feel the benefit of the Psy's "soul healing" powers while they are within the dimension, and within Psy's field of influence.
Someone with depression who has finally felt what it feels like to be normal, short of having incredible willpower or an incredible attachment to the real world, might never want to go back to real life or go too far from Psy within the dimension, because they'll go back to being depressed. Most will have to be dragged kicking and screaming to have them visit their family and friends again, and only a few will ever leave, usually because they feel that their family and friends' happiness are more important than themselves. If someone is not careful with the eternal bond, they might find their own soul becoming weaker and weaker until they have none left. Yet, they may feel perfectly mentally healthy around Psy, only to become a mess once again and go back to their old habits (or worse) if they are ever forced outside its sphere of influence..
But, if someone is strong enough to "stay themselves", they will find that the eternal bond is actually better, because they will find their own soul being strengthened even outside Psy's influence. These will be the people who come and go from the dimension and visit occasionally. Dianna is one of these, which is why she and a few others are 'in control' of the eternal bond.

If by status you mean that they're also extra-dimensional beings, yes they can. Even humans can. Anyone with a basic level of intelligence can enter or leave (although leaving requires going through an in-world portal). The moment anyone sees any depiction (art form or otherwise) of Psy for the first time AND learns its name, "Psy", will start receiving dreams with encoded instructions on what ritual needs to be performed to open a trans-dimensional portal. These strange dreams will stop coming if they're ignored for a long enough time. The ritual itself tends to vary from person to person.
In terms of being welcomed, someone who is there to have a good time will receive an especially warm welcome (the cultists are a friendly bunch if you can get over the creepiness). On the flipside, if someone is clearly there to fuck around and get a rise out of the people there, they'll quickly get a lot of attention.

There's nothing stopping anyone from doing that except for the resistance they'd meet from both the inhabitants and Psy itself. Remember, these are cultists, they're hard to pit against each other because they're fervent in their belief. It might be possible to pit them against each other, but that won't last long because again, Psy is one hell of a mind drug.
