It depends, for cell shaded, I just use the pen tool.

For soft shading, I color with the pen tool, then blur using the watercolor tool and adding fur details with the acrylic tool (for acrylic, you must put the layer on multiply then fill it with white, that way it blends)

For this pic, I used watercolor. I softly brushed everywhere I wanted shaded, then went harder, and bam, done in like 10 minutes XD

The cell-shading with the pen and smooth with watercolor thing. Or just flats. I'm quite lazy.

lol well, I have noticed you dont shade much.

You should try out the marker tool. its hard to get used to, but does give a nice soft look withought taking long. Just make sure to press very lightly at first, then slighter harder and so on to try and blend it a bit.
