This one is Inul: The Taigan Runner, who unlike most of them, is a pretty friendly bal, it likes to race with the mortals and run with them. It's what helps it enjoy life
The local kobukik tribes of drekir believe that if they beat it in a foot race they will also become balār, which is not how it works... at all. Inul just enjoys the footrace and noone has beaten Inul yet anyways so it's not too big of a deal.
