i think the layers thing is the same with elements as it is with the other versions. what you need to do is make sure that the image you want to color, in this instance its the fox thing, is not set as the "background" layer. if it is all you need to do is rename the layer and that problem goes away. at the top there is a drop down with the blending options for the layers. set the one that has the lineart to "multiply" and then lock that layer. make sure that layer is at the top so that all other layers are below it, from there it is only a matter of carefully coloring between the lines.
