I asked for the following:

"[Design a character for the following prompt: Somebody that] operates an organization that ostensibly works towards the public good through free survival training, obstacle courses, low cost food, toy-making, and offering chaperones. The character's personal goal is to push their balloon popping agenda on others whether they want it or not under the assumption " it makes me feel good, so therefore it must be good for the world."
They also adore cute monsters and want to abolish pants. Which is mostly an excuse to get into silly personal trouble.
The organization itself stays sustainable via paid assistance to other shady orgs and individuals. Or by just manipulating whatever actual balloon industry there is. Or maybe it only gets by on the goodwill of members devoted to the stated cause who more or less disregard the leader when they can get away with it. There's probably members trying to get the leader to be a better person. There's probably others planning to replace them as soon as opportunity allows. And probably others who blindly push the agenda because the benefits of membership are too good."

I'm not very good at coming up with ideas for antagonist characters, can you tell? But everyone expects bad-guys to have good-guys try to overcome. Ultimately I'm left feeling like I should probably hire a writer. Fortunately, P5ych is a writer and artist, so I have the option of hiring them to do both! Which I will probably try sometime!
Either way I think this character design is fascinating and wanted to share it.
The Ballooninati isn't real. (However, statewide balloon bans are very real. Dunno about you, but I think a world without balloons would suuuuuuuuuuuuuck. )
