They're all complete! finally! Sluckle's Design stayed the same, as I really liked it. also I kinda had the idea for what the final stage would look like, and I think I executed it decently, (I like how the frill eventually becomes a bonnet), although the mid stage felt a little uninspired and boring.
Pokedex Entries:
Sluckle:
The bulb on Sluckle's tail creates a sweet, delicious nectar which this Pokemon would often suckle on for nutrients, only a few of them are willing to share their tail with others.
Lizifier:
Lizifier often chews on it's tail for a delicious nectar it produces, it will often experiment by eating specific berries to change up the flavor of its nectar.
Paciguana:
Paciguana's large body is constantly overflowing with water, which it mixes the materials in its body into delicious nectar for itself and its offspring, which it drinks by sucking on either its fingers or tail, if it doesn't drink any of the nectar produced for some time, water begins to leak out from it.
In the past, a Paciguana once managed to keep an entire village supplied with water during an entire drought, however, the Pokemon nearly dried up in the process, it survived once it started to rain again.

Well I know I particularly like the final evolution, especially compared to the other final starter evolutions. I don't know why, specifically, but I can say that my favorite of your starters are, in order from favorite to least favorite, Paciguana, Lizifier & Sluckle (tie), Meanitaur (very close fourth), and Bullby, and that Titantrum is by far my least liked of the nine, if that information helps? Also, while I think Sluckle and Bullby's designs have improved from their beta versions, I think the beta "Frillmingo" design is a bit better than the "final" Balleaf design.
Aww, Sluckle is so cute! I like how Lizifier has a onesie pattern and then Paciguana goes back to a design similar to Sluckle but is also sporting a bonnet for extra cuteness. I also like how this line uses berries to flavor their water. Even though the aesthetic of this line seems to be drooling big babies, the story you gave them about sharing their water with villages to the point of almost drying themselves out makes me believe that this would be a very compassionate line of Pokémon.
Now I just need to decide which of the starters I would choose if I was a trainer in this region. 🤔
