I don't think you should do much for the fluffiness of the forearms and paw areas, it's just that maybe they're a tad too short. Like someone else said, the bend in the elbow is generally around the waist, so maybe if you make them a little longer it'll fix the problems with it in your mind and help overall proportion.

But other than that, the concept design is awesome. :D

Why does it make me think of Phantasy Star Online...?

I'm liking the styling you're developing on some of your work (specifically this piece, and the recent dragon/frog/snail pictures) with the over-sized hands/feet. It reminds me a lot of some of the "heroic proportion" game-artwork from series like Breath of Fire's anthro characters.

It's an interesting style and it adds a real "weight" to those characters to make them look strong, without having to go the route of overdeveloped musculature.

Also, your clothing designs are getting better and better. The mix of contour fabric and heavy, hanging/mounted shapes is a nice contrast. This would be a great piece in colour, IMO.
