Blast from the past!
Okay, so I made these back when I was still in high school. I got the idea for finger rings that had claws attached, so it would look like I had claws when I formed my hand into a paw. :)
The rings are copper tubing, cut with a pipe cutter and bent/trimmed/filed to fit. The claws are hammered, bent, and filed copper wire (1/4"? 1/2"? I don't remember, it's been so damn long) soldered with a blowtorch onto the rings. The rings were covered in black nail polish so that they would stop turning my fingers green as they oxidize.
These things are awesome. They can shred cardboard, and although they dull quickly, due to being made out of copper, they just look badass. They're quite sensual too, if you're into this sort of thing...

My biggest tip would be to prototype it in something smaller first - cut up a soda can or even paper in order to figure out what shapes you need to make. Copper wire and tubing are what I used and they are pretty readily available in hardware stores, you want to use copper because most other metals are too hard to form easily unless you have a forge etc. Copper can be soldered together with a blowtorch, flux and solder, steel and such cannot.

For bear claws I would try to go for the "finger armor" style where the claws come out of the tips of the fingers instead of the knuckles like the set I made..

Something like that, although not as doofy looking obviously. You could try to see how they do the joints and make it flexible - rivets are good for keeping metal together (although they might chafe the skin), or you could just make it more of a "finger cap" depending on how.. uh. Usable, you want it to be.
But yeah, prototype, prototype, prototype, saved me a bucketload of trial and error, and when you are using up materials you actually had to pay for when you "error", yeah, it's better to screw up on cardboard/aluminum cans. :)
