Gotta be fair on that first one: I'm pretty sure the guy's leg wasn't broken, when his cast fit loose enough to hide a pouch of gold coins inside. The rest, yeah, he's a grade-A pain in the tail. (looks at picture) Appropriately enough.
(Side note: Ironically, while the real Prince John did levy extra taxes, it was in order to pay his brother Richard's ransom. Not that that made the people of England grumble any less, of course.)

Still, it's more about the principle of it. Sheriff was hitting a handicapped person without any consideration other than to collect money, and then makes a joke about it to his face. If I did that to someone who had a broken bone, I'd be seen by everyone as a very horrible person.
He still had his limits. Technically, it would have been easier (and crueler) to break the cast open to get the gold. Instead, he elevated Otto's leg and gently hit the bottom of the cast until the coins fell out. (And I still say that a cast fitting that loose was definitely not appropriate for a broken leg, even in Robin Hood's day.)
Your reaction is what they were going for, though. Originally, the Sheriff was going to have a tax-collection tent in the town square, but that made him too passive -- he needed to be more active, or it would look like Robin was beating up on someone who wasn't doing anything. Likewise, the original ending had him attending Robin's wedding (and bawling like a baby), but they decided a more active villain needed more punishment, so he was sent to the rock pile in the final.
