And this is how you do it, take a gradient of greens, dark to light, paint a strip of slightly randomized lines all the way across, now do a layer over that with a lighter tone, I put down about five tones of blades. Now make a new layer, repeat steps one through now but lower than the first one and in front of it. Do it about twelve times. Gradient the pen size from thick as it is close to thin as it is far away, use a brush or marker tool to fill in the spots behind it with a simple gradient or similar. Sounds like it takes forever to do, but since there is no real sense to how I did it it went pretty fast.
