Thanks. More and more often I want to do characterization of characters, but I have not yet come to any one decision. In addition, I do not always know if the dragon should be covered with scales or is it really smooth.

Something to consider: Maybe have scales present but not covering the whole character. Have them visible to give the impression without covering the whole body. Spots here and there. Like a patch nearest the viewer. Or on rounded edges.
