To be honest, initially I have completely misinterpreted this picture, wondering why it is not titled "Madamme Secretary". Very easy to see the scene as portraying a high ranking official in her office in (unspecified) Capital, with (unspecified) flags peaking from behind her. Clothing hooks are easy to overlook :D
