Honestly I didn't put much thought into it, pretty sure he's just a passerby who was trying to run away, but his escape was *pawsed* XD
I do kinda like the idea of him holding out his keys to unlock his car though. Or maybe he was gonna put money in the meter and our giant is writing him a ticket, "Sorry, your time's run out." Maybe its Nick as a tough meter cop in Little Rodentia? 0.o
