Nobody may create characters of that species?
All requests for a dragonorca must be subject to screening by the creator of the race / species?
They are secluded and secretive / shy?

you can make orcadragons for free. as long as they have different design traits as that closed species

A "closed species" is an species that was either created and copyrighted or just copyrighted by a person and some usually come with a set of rules that need to be followed to make the character correct to what the species should look like
