so your in the kanto region? And you also said that your reactor was kaput... if your near tokyo, follow the E6 highway northeast. once you arrive at a river, go right to the ocean. once you hit it, look to the right, there should be ruins of a pre war powerplant. I hope this helps you on your quest.
Just make sure to have a kind of transport and heavy anti radiation gear ready before you go in. Expect ferals and such as well. And watch out for any kind of elephant's foot...
