I would leave it up to the owner cuz I don't really set things in stone on designs I sell but I personally worked on it as like soft scales or protofeathers perhaps, the part on the end is a spike I think, but the parts that tuft out from it are feathers
But that's just what I was thinking when working on it, again it's up to the buyer to decide how they wanna interpret the design
