They're more of a primal force. A perversion of man and nature alike, dancing and cavorting around a bonfire in bacchanal rites, embracing their inner beast and even trying to draw it out in others. They aren't inherently as interesting as a race like the Skaven, but they act as personifications of various forces both natural and unnatural. It takes effort (and a great artist helps) to make them compelling.
Yeah, like gnolls in D&D. They're mostly treated as fodder but can be interesting if you flesh them out. As for Chaos in the Warhammer setting... it shows favouritism towards humans over it's own furry spawn. Which in turn makes the Beastmen feel even more cheated and angry.
