I don't think Rebecca from Tail Spin was as angry and prone to violence as Ursula, no. She had rather more than one dimension. I don't think Ursula has had any opportunity to grow other dimensions though. Apart from this one story and one that Terry Smith is supposed to have drawn for Al, there's been no place for the character to grow.
