Odd little mystery I recently found out about Archieverse Rotor: according to a "who's who" blurb of Sonic characters from Archie's old website, he has (or had, rather) an unnamed older brother who went missing same time his dad Sherman did during the opening of the Great War. We don't know who he is or what he looks like, or what his fate is, but the blurb speculates that he was captured and roboticized. Why no one has ever elaborated on this mystery brother of Rote's - through official documents or fanfic - is beyond me, but it would be an interesting thing to explore, I think.
I think they figured there's not much point in giving him an older brother. The idea has story potential, but based off of the first 160 issues of Archies Sonic, I didn't get the impression they wanted to expand on Rotor's family at all. They could've fleshed out Sherman, gave Rotor an actual relationship with his mother or anything, but it seemed like the priority went to Sally's family.
But if he did exist, I think he would end up being a villain. Like he was assumed to have died heroically like his father only to resurface as a traitor or coward. A narrative foil to contrast Rotor's more heroic characteristics. Or maybe he'd just be Tundra, Rotor's post-reboot father.

Yeah. I remember the arguments I got into on the Bumbleking forum about Rotor, and I do recall Flynn himself saying that Rotor was one of those characters he wasn't really into as a fan, but wasn't able to kill off due to Sega's mandates, at the time, which is why he wrote in Rotor's back injury and turn to the Council of Acorn; it wasn't until he wrote the first Iron Rotor story with Silver and Rotor's herd that he realized how much he was missed by fans, and he started seeing him in a new light.
I'll admit, I didn't give the character much thought, myself, until I learned about Penders' plans for his sexuality, and I can definitely see why people thought he was being pushed out into obsolescence thanks to Tails and Nate Morgan. He had moments where he could've had some character growth, like with his herd and family, as you said, and also with taking Tommy Turtle under his wing, but meh.
It's such a shame, honestly. Guess the fans'll have to fill that void, especially now that those comics are long gone and dead. I know Hunter-Husky was exploring a scenario where Sherman comes back as a freed Robian like Jules. In fact, that's something that I think fans may be headcanoning; that Sherman only was captured and roboticized, like the original blurb stated, instead of being killed like the official Encyclopedia states, and that he's out there, somewhere, too busy with something or other to be able to come home. Just a waste of potential, there, which is my main gripe with Ian Flynn's writing in the comic; he always pushed relationship stories (like love interests or family-related ones) onto Sonic and Sally, and Antoine and Bunnie, but left Rotor high and dry from all of that, simply because he didn't like the character at the time enough to think it was of any consequence.
