It's Achme-Jetsu behind her, commonly known and previously mentioned as an Idol on multiply occasions. They are bound to protect their Achme-Kha (Vega), as well as their Creators, yet the last ones are long gone (destroyed by another race, one that thinks that they are the gods of our realm and dimensions beyond), and it's only she who remained and is able to command her army, her children. Only she can give them a new purpose to fight for, and an opportunity for herself to take revenge on ones who had devoured her Creators.
