Cresselia represents the full moon in this comic.
Anyone who works in a hospital will tell you that full moons
tend to be extra crazy. Either a bunch of extra patients, or a bunch of
strange cases.
The idea is that every full moon Cresselia goes into a state of mania
and creates chaos that the pokemon center staff have to deal with.

During the week of the full moon, for some reason, everyone gets dumber, especially in my town. I thought of this comic earlier.
"Ugh, nobody knows how to use their turn signals at all this week, a bunch of idiots suddenly don't know how to effing park, a bunch of people don't know how to count money, nobody knows how to take off their damn earbuds... What the F is going o-" *remembers the full moon* "OH NOT YOU AGAIN..."
