You can use them to imitate the lines of a scanned drawing to make it complete digital, so it makes simple to color it and in the end to make a more clean work.
There are many programs than have this tools, I use the ones on SAI. There are pretty simple of use, all trough it demand a little time, but at the moment of color it it pay really well^^.
