My guess has always been that they agreed to pretend that Duke came forward voluntarily. Say that he found out what the nighthowlers were being used for and went to the cops. He could then get a reduced (or no) sentence for ratting on Doug while also leaving Nick and Judy off the hook for the mob thing. It'd explain why he was free in the credits dance sequence and he wouldn't be able to change his story later. Everyone wins!
That's true, it's sort of the done thing in movies thee days, the 'dance party ending'
But Duke is out and on goodish terms with them in The Stinky Cheese Caper (Which shows his proper size too, a head shorter than Judy.) so it's not just the movie ending I base this on.

Not sure I would count all the published materials even from Disney as strictly canon (for example, the Junior Novelization paints a very different picture of the characters' growing dynamic and changes some other points, once or twice in truly facepalm-worthy ways), but as long as Disney does not pull a Star Wars-esque stunt with Zootopia I dare say the Stinky Cheese Caper can be counted as valid.
I see them as more indications than solid canon. For example we see in several comics young Judy acting like a detective. This 'fits' with her character well enough not to raise any eyebrows. The skunk parade comic has Lionheart still mayor after the movie and TSCC has a rat become mayor. I can take those as 'Sure, why not?' in the absence of any more 'solid' information. But if Zoo2 completely disregarded that, I wouldn't be too surprised.
There's definitely going to be some clashes. Mr. Big has been noted several times by various crew members as ending up a little more 'serious' than is probably good for the franchise. If it's eventually revealed that 'icing' someone just involves a dunk in cold water I also wouldn't be too shocked.
I don't think we'll get a Star Wars, there's no vocal group of toxic fans demanding changes in plot.

At some point you've got to say 'If I'm right, I'm right, if I'm wrong, I'm wrong.' I mean, how much fanwork isn't strictly canon? People do all sorts of stuff that can be definitely, 100% known to have NO CHANCE in a Zoo sequel and people don't bat an eye. In the end even fanworks stand or fall on their own merits.
Never underestimate the power of rabbits. They decimated Australia and hit my country pretty hard too. When unopposed they can become a devouring swarm.
I had a friend over on DA who did a fic involving a crazy group like that. They believed that all stereotypes were true and good and that modern society made people weak by not allowing instinctive competition. They had a pretty good plan for destroying the city too, but the story was abandoned when they left their account.

That's true, and it all started from just the one pair as I understand it. Must be year-round rabbit season there (better call Elmer Fudd).
Hmm, I wouldn't say this group thinks that way about stereotypes. They're more like DC's villain group "The Light." They do believe that society hampers progress by reducing competition, though; evolution no longer gets to weed out the unfit and all that. Sort of like the people who say it's immoral not to abort kids with "defects" and stuff, you know? (but more overtly violent and they don't necessarily stop at those who haven't been born yet)

Let's just say that when the calicivirus was introduced there were so many dead rabbits they could be dried out and used as fuel. And that STILL didn't reduce the bunny problem.
The groups sound similar, the idea was that once 'law' was abolished species would take up their natural roles and eliminate the weak. Foxes would use slyness to prey on rabbits, the stupid foxes and weak bunnies being eliminated (violently or otherwise) and making both species more fit and equal.
