This is a stream sketch commission by 
Tirol of Arcten, who has lost patience with someone's crap.
Arcten is generally law abiding by nature, and tries to avoid causing unnecessary problems where he goes. However sometimes trouble picks Arcten. He does not like sitting about as a prisoner in dungeons, and is not going to sit around for whatever passes for a judicial process in this place. Plus he hates having things stuck around his neck. The steel chains may as well be made of butter for all they do to stop him, and the thick stone walls are just meek suggestions. He'll probably go through the bars though. He's courteous like that.
