Both! Australian scientists were able to remove the more harmful effects from the drug that turns people into "trolls" (generally bigger and more prone to rage and reduced brain function), and this new drug is known for turning people into "orcs" (who aren't as big, but also have no negative emotional/mental side-effects).
Some takers of the drug are Australian, while some are from out of the country but end up living in Australia because of the protective laws that have been put in place, providing work, social benefits, and improved healthcare for citizens who are recognized as orcs!
And I'm totally happy to hear you love the idea! I wanted to give modern orcs a bit of a twist, and this way orcs can have a bit of culture, while still being connected to the modern world, while also not being forced to be from one particular country—lots of creative freedom, with a dash of uniqueness to them!
