Here is Shelly and well she is a Magikoopa, a species of magic wielding Koopas that can make stuff bigger, smaller, or change blocks into enemies and coins.

Shelly is the leader of the Magikoopa Forces of the Koopa Bros. Fortress group. Shelly suffers from confidence issues stemming back from bullying while in the Koopa Troop, but she does her job of leading them well. She is like the people of Universe 99 as she is a master of magic having mastered 6 of the 7 fonts (Life is so hard to master). Also she has the typical Magikoopa spells like turning blocks into enemies (or allies in this case) or coins and enlarging and shrinking stuff.
