I imagine the Charizard just wants Axel to experience the same 'pleasure' he's always derived from the tickling though I imagine that teaching a lesson might be involved. Of course given that it's a body swap the Charizard knows all of his most ticklish spots perhaps including some that his trainer never found. It's all fun and playful and most of all cute, though I imagine once they're back in their own bodies that Axel will still be tickling his Charizard in the future.
