Are they? I dunno. It would mostly be due to overpopulation like in China or just not being able to afford a child.

Apparently they are, I'vebeen studying demographics and birth rates in Europe and Japan especially are declining for a multitude of reasons, which is why Europe and Japan's populations are shrinking
