Etsy does not offer any service other than helping you sell your product. As a note, Etsy takes out about 15-20% of smaller projects as a fee as well.
I get them printed from a variety of places, StickerMule is probably the most affordable and fastest to start with. Their quality is also pretty decent, they just don't offer a lot of material types. (just standard vinyl, and now recently holographic.) I'd advise using Google to help answer any other questions you might have, as it a difficult thing to kinda just talk about to some one. Doing your own research is the first step in finding a product that is right for your needs.
