This is how Jenny says hello to her Pachi friends. X3
There is something of a backstory on why she does this, but it's a bit convoluted really. Better to know that any Pachirisu she makes friends with (and believe me, she has a lot of them) usually end up with a happy Glaceon attached to their tail at some point. Of course when she latches onto this good ol' boy here, she usually doesn't let go for quite a while... and as you can see, he's quite alright with that. After all, she likes hugging the rest of him too!

Yeah, she's gotten a few joy-buzzer shocks over the last couple years. But still, free hugs from a cute Glaceon are something that rarely if ever gets turned down. It's just a little harmless fun on her part after all.
Have to wonder if there are days when Dominic feels a bit paranoid, though. To her, he and Dusty are almost identical from that angle. XD
