The manga is a world where people transform into weird suit like monsters. Think fursuits but much more mascot like.
She got infected with whatever changes people and because she was a runner her transformation turned her legs and arms into running shoe claws.
Anyway, I thought the claws were cool and she was cute so got fan art.
