If memory serves me right, the CIS battle droids are actually better then the empire tie fighters in capability.
With AI, yes. But these are old droid fighters, the same kind used on Naboo; slave ships, running off a programmed central command signal. They're more predictable, not nearly as clever as the AI-driven ones used by the CIS, and their swarm tactics really only work when they have their enemies outnumbered. The Empire has near-unlimited resources, so they have more than enough TIEs to throw into battle.
