Hmm that leaves either Bahamut Lagoon or one of the Mana series, though I do think it is the first.

Ding! Bahamut Lagoon is correct! I found a fan-based English translation of it. It's a pretty fun game for turn-based combat. I'm surprised it never caught on in the U.S.

Well back then there wasn't much in way of turn based combat on consoles most of it was consigned to the PC in the way of RTS or various wargame sims I think. Still I had heard interesting things about the game as well though never really got a chance to play it.

It's pretty fun. If you have the means and what-not, do a google search for the ROM file "bahumut lagoon english" will give you a good site to start at.
