Did you draw a pic and then pixelate it?
I took a bright blue circle and covered it up with a series of slightly curved black bars. Then I overlaid the sketch on top of all of that, and slowly erased away little portions of each individual black bar, in perpendicular strokes, to let the light blue shine through.
