I've actively researched it and cannot find a conclusive answer! Seriously. Maybe they were confused because they were never told Tiny was Dixie's little sister and her model was technically taller than Diddy. Perhaps they decided they needed a Kong that was feminine and sexy without being overdone like Candy. Or perhaps a wizard did it. NO ONE KNOWS!
actually, this is the new design for Tiny. in Japan, they didn't know that Tiny was Dixie Kong's younger sister and made her a seperate Kong from Dixie... the design change is part of a running gat of making tall people named "tiny" "small" or any diminutive word. she's not taller than Dixie and Diddy oddly enough
